The building incorporated the idea of green building and elder-friendly buildings. This building was designed and built under a collaboration of a local NGO and the local government. The designer of the building took consideration of the local social and ecological problems into his design. Since Cheng-long (成龍) is a small village besides the sea, suffering a lot from strata subsidence (地層下陷), and also a highly aging village due to outflow of young population, the building design incorporated the idea of green building and elder-friendly buildings.

The design ecosystem service and ecosystem processes into consideration. For example, Since Cheng-long village is a small village besides the sea suffering a lot from strata subsidence (地層下陷), this building is designed into a stilt house, that buffers the impact of strata subsidence.

Seeing the regulating function of ecosystem service, the designer decides to cover the walls with oyster shells, which help to regulate the interior temperature. Air conditioner is therefore not installed. Also using the oyster shells as building materials is way of carbon fixation, that mitigate greenhouse gases emissions.

It focus a lot on human well-being, especially for the relationships between the elders and the community. One of the examples of its design is the elevator inside for the elders. It also provides cultural ecosystem service for local residents. Since the building is now becoming a story reading place and environmental education place for the locals and also the tourists.
